Rules (v3 pp.86–92): **digital/on-air only — never print**; only on PBS Blue/Navy/Medium backgrounds (solid or as image overlay), never white; line = white at 20–30% opacity, 8–20px thick, extends across the whole layout; ONE highlight (Teal/Yellow/Coral/White) sized to the key text; gap 2–4× thickness; never slanted or curved; don't highlight long text.
